How we classify providers

Not all providers are equal

We classify every provider in our database by infrastructure ownership and reliability tier. This is how we ensure you're comparing apples to apples.

Tier 1National Backbone

Own global fiber backbone infrastructure. Peer directly with other Tier 1 networks. Best for enterprise multi-site deployments and maximum redundancy.

e.g. AT&T, Verizon, Lumen, Cogent, Zayo

Tier 2Regional Fiber & Cable

Own infrastructure in specific regions. Purchase transit from Tier 1 carriers for traffic outside their footprint. Often the best value for SMBs.

e.g. Spectrum, Comcast, FirstLight, Everstream, Segra

Tier 3Resellers

Lease capacity from Tier 1/2 carriers. Higher latency risk and limited outage resolution capability. We note availability but don't recommend for primary connections.

e.g. Various regional resellers

For most small and mid-size businesses, the distinction between Tier 1 and Tier 2 is less critical than location and pricing. We'll tell you exactly which tier each provider is and what that means for your specific use case. Learn more about Tier 3 risks →

Common questions

About our provider network

How many internet providers does BIA compare?
BIA checks 500+ providers at your address, including national carriers like AT&T, Verizon, Comcast, and Lumen, plus regional fiber providers like FirstLight, Everstream, and Segra. We compare Tier 1 national backbone carriers, Tier 2 regional fiber and cable providers, and dedicated internet access (DIA) options.
What is the difference between Tier 1 and Tier 2 internet providers?
Tier 1 providers own global backbone infrastructure and peer directly with other Tier 1 networks at no cost — examples include AT&T, Verizon, Lumen, Cogent, and Zayo. Tier 2 providers own their own infrastructure in specific regions and purchase transit from Tier 1 carriers for traffic outside their footprint. For most businesses, Tier 2 regional providers offer equivalent reliability and often better pricing than national carriers in their coverage area.
What is dedicated internet access (DIA)?
Dedicated Internet Access (DIA) is a business-grade fiber connection where your bandwidth is not shared with other customers. Unlike cable or consumer-grade fiber, DIA provides symmetrical upload and download speeds, a guaranteed SLA (Service Level Agreement) with uptime commitments typically at 99.99%, and a static IP address. DIA is recommended for businesses that rely on VoIP, video conferencing, cloud applications, or need consistent upload speeds.
Does BIA work with Spectrum and Comcast?
Yes. Spectrum and Comcast Business are both in our network. For most addresses in their coverage areas, we can provide same-day quotes without requiring a formal availability check. Both offer cable-based business internet and, in select markets, fiber options. We compare their pricing alongside fiber-only providers so you can see the full picture.
How do you determine which providers are available at my address?
We use a three-source verification system: (1) carrier-uploaded building lists that tell us exactly which buildings have fiber already installed (On Net) or within short extension range (Near Net); (2) FCC Broadband Data Collection records matched to your Census block; and (3) our proprietary H3 hex coverage database covering 500+ providers nationally. This layered approach gives us higher accuracy than any single data source.
Are there providers you won't quote?
Yes. We don't quote Tier 3 providers for primary business internet connections. Tier 3 providers lease capacity from Tier 1 and 2 carriers rather than owning their own infrastructure, which creates latency risk and limits their ability to resolve outages quickly. We will note when a Tier 3 provider is the only option in an area and explain the tradeoffs — but we won't recommend them as a primary connection for business-critical operations.
